The Role

Keeping East Devon Outstanding

Role:
Director of Governance & Licensing
(Monitoring Officer)

Council:
East Devon District Council

Salary:
£80,000 to £97,000 per annum

With miles of stunning coastline, beautiful countryside and Areas of Outstanding Natural Beauty, East Devon is an ideal destination for residents, businesses, and visitors alike. The district is home to the Jurassic Coast, a World Heritage Site, which is the only place in the world displaying unbroken evidence of 185m years of evolution. But the countryside and beaches aren’t our only attractions.

East Devon District Council has an extensive development agenda, helping to deliver on the ongoing success of the City of Exeter. This includes the new town of Cranbrook and the current consultation on a second new town through our draft local plan, which sits alongside our Enterprise Zone and a multi-million pound set of investments designed to deliver on our net zero commitment.

The district also offers vibrant spots across the market towns of Honiton and Axminster, as well as its largest town, Exmouth, meaning there is something for everyone in East Devon.

As an organisation, at East Devon District Council we are proud of our already strong position and the external recognition we’ve received to date. Our council operates at the highest level to deliver excellent services the first time and every time, and we strive to evolve continually for the benefit of our residents. We have achieved multiple Green and Blue Flags and are one of only two local authorities in the country to be granted the highly prestigious Investors in People Platinum Award, meaning the council is a great place to work and has a recognised commitment to investing and developing people.

At this point in our history, we seek a Director of Governance & Licensing (MO) to lead excellence across the areas of democratic services, licensing, information governance, complaints, legal services, and elections teams. As the statutory Monitoring Officer, you will be the council’s most senior legal professional and provide sound guidance, advice and scrutiny support to members and senior officers. We are a council with no overall political control, but with a strong and productive coalition between the Democratic Alliance Group and Independent Progressive Group, which form our administration.

About The Role

Reporting to the Chief Executive and as part of the council’s close-knit senior leadership team, you will work closely with our administration to develop the council’s governance structure, ensuring the highest possible standards for corporate decision-making. With local elections on the horizon in May 2023, you will lead the council’s elections services and support new and experienced councillors.

Ultimately, you will help to lead the council into a new era by enhancing our organisation’s corporate reputation and building further confidence within the administration, ensuring members are as equipped as possible to support our residents’ current and future needs and expectations. If you’re interested in shaping the future of our council, we would love to hear from you.
